Duplicate the layer ,change the hue and saturation to add more contrast

Duplicate the layer with an increased saturation and Choose Filter > Blur > Gaussian Blur. Set Radius to 20 and click OK. use a soft brush and erase around the eyes keeping them sharp.

Duplicate the layer with an increased saturation place on top of the stack and Desaturate; change the mode to soft light turning the fill down to 75%.add a new layer and paint some cirles useing a soft brush,

Grouped all the layers ,then copied the group, merged the new group down. Duplicate the new layer changed the mode to hard light turned the fill down 61%. Used the healing brush around the face
