this was done with a black background layer and a radial gradient with the foreground color white, background black, gradient mode set to lighten
step 2 of 4
next I inverted the source and model pics and blended them with a gradient mask
step 3 of 4
next I used filter/distort/polar coordinates and positioned it, duplicated it again and postioned it
step 4 of 4
next i added the galaxy source layer mode set to lighten and erased the unwanted parts
