Make a plane with high poly mesh and displacement gradient shader to simulate the water.
(all built-in cinema 4D)

Add some noise in the bump channel, too.

Work out your water material - reflections, specular, color, transparency....

For the "crown" draw a free hand spline like this.

Use an extrude object with regular grid and NO extrude.

Add hypernurbs and fool around with the form, bend it and stuff.

Add the crown, a big drop and a cloner object with small drops in a circle around it. Use random effector to make it look more natural. Bring the small drops to splash around the crown.

Add a sky object and apply the galaxy effect in the color channel. Makes everything more vivid.

Bring the lights! Use at least front and back lightning.

Add a camera, find the most intense position and find appropriate settings.
