in photoshop, i made some spots of colour with my tablet and then used radial blur a few time to make them look like this

aded some smaller white spots and used also radial blur to make it look like blured stars
step 15 of 15
aded noise on a black layer, lowered the brightenes and increased contrast to get some stars, than painted colour over them in overaly mode.
