removed sky using quick select tool

on the green channel used color range >midtone selection and filled with white on a new layer

used small soft brush to paint in extra snow

on a new layer (below) added gradient for winter sky

on a new layer (above) added white area with large brush & lowered opacity for an iced look
step 6 of 10
copied the sky layer > flipped vertical and lowered opacity to give "new sky" reflection

On a new layer (above) painted in snow covered edge, added slight bevel and texture

For the snow I used the noise technique (also used for space & rain)
1. fill layer with black
2. filter>noise>monochromatic/uniform
3. filter guassain blur
4. adjust levels

set snowfall layer to screen and achieved this effect

added the poor little ducky to the ice, added shadow and reflection.
