Make copy of the pants and move them around and blend them to look like a skirt shape.

Do the same for the shirt and make it black as well.

Using clipping layer, place the red sequin underwear over the dress. Use overlay and bring the opacity down some so the contours of the black show through some.

remove the straps underneath and add some shadows under the dress.

Copy one of the bras and place over the head, getting a basic fit.

Use the warp too to make an interesting shape. Remove most of the fringe and smudge out to make a puffy fringe.
Lastly create a vignette look by creating a layer, with blank area in the center, and filling with black then blurring. Use a spotlight to enhance the model. Change the blending options of the vignette to saturation to remove the colour in the background.
