I used two fire photo and warp them and duplicate them and align them and merge.

I copy horse and desaturate it, level it, invert it, copy one channel of it and paste it. Delete the old one. Duplicate four times the pasted one. Used various layer blending.

I paste fire into horse, and paste around a horse with multiple fire which is distorted in various form.
