Start by creating neon texture.

The most time consuming step: Draw the silhouette using pen tool. (Having a graphic tablet helps. Wish I had one)

Draw a path like this. I used my own brush created just for this.

Perspective transform the path as shown.

Add the skyline and multiple adjustment layers.

Join the silhouette.

Let's add some tones, shall we?

More highlights using the suit pattern (tweaked slightly using noise & blur)

Add neon lights using pen tool's stroke with clipping mask set to the pattern. Alter opacity to taste.

Final silhouette.

Create the disc using regular hard brush & blur.

Put the pieces in place.
