Add the sash like part and change the hue to a contrasting colour.
Use the warp and deform tool to make it glow sideways and puff out.
Add shadows under the fabric.

Place the top of the gown and change desaturate and darken it.
Warp until it fits nice, add shadow under , over the skin. Blend in at edges and smooth underneath.

Place the long hair and blend in using the smudge tool.
Paint in some dark strands and blend outwards to make the hair flow.
Then add the background and change the hue, add in a spotlight and a cooling filter.
