Desaturate and invert

Use first source and warp to form hair. Duplicate to cover the whole hair.

Use second source on whole body with blending mode set to vivid light. Used mask to remove flame outside the body

Same technique as step 4 to add flames to her hand here but the time using first source

Scale and duplicate first source tor background flames

Rasterize text. Separate each letter on separate layers and apply the following effects.
Drop shadow:
B.mode=normal
Color=red

Color overlay:

opacity=100
Satin:
B.mode=multiply

angle=19
distance=20
size=105
Inner glow:
B.mode=color dodge
oppacity=100
color=ffb900
choke=20

Flatten each letter to merge the effect. Then use liquify on each letter mainly on the border to make some survy shape and flames

Extract flames from source 1, scale and duplicate to apply on text. Use mask to remove extra flames on each letter.
