Open Image in Gimp and Go to
Filters>>G'MIC>>Enhancements>>Anisotropic smoothing and Apply it with default settings.

Now in the G'mic window go to Enhancement>>Bilateral Filtering and apply with default setting

No open Color>>Color Balance
And set Midtone values to Cyan=59
Magenta=100
Yellow=-53
Apply.

Apply.

No go back to G'Mic and open Lights and Shadows>>Dodge and Burn and apply with default settings

Now use Fuzzy select tool to select the image as shown in figure.

Crete a new layer above background layer select brush tool and then choose Different Vector foliage brushes and apply them according to your preference and color.
Then choose 3d Cloud Brushes from brush pallet and apply them on the upper part of the image to create effect like in the figure.

Go to Fx-Foundry>>Photo>>Enhancement>.Auto Contrast Correction and Apply with default settings

Again go in G'mic Lights and Shadows>>Dodge and Burn And apply.

No add some light to the eyes. To do that take the default Fuzzy circle brush and change its size 25 % to the size of brown area of eye and then apply it as shown in the figure.

We are nearly done now just go to Fx-Foundry>>Photo>Effects>>LOMO Effect and apply with default settings. Now in layer window set transparency of base and vignetting layers to 50-60% only and save the image. We're doen
