First I horizontally flipped the image. Then use filter gallery -> glowing edges to get the edges. Greyscale with black & white and remove any noise from the background with eraser.
step 2 of 2
Then use a brush preset and a gradient(in blending options) on a new layer and fill the girl with paint.
select the girl from the previous layer and remove everything else(on the new layer).
Set opacity to 90% and add a background.
