Duplicate the Smart Blur layer, and apply Filter>Pixelate>Color Halftone, changing the Blending Mode to Soft Light.

Duplicate the layer, apply Filter>Artistic>Poster Edges. Erase unwanted artifact spots, and fill in some outlines with the paintbrush. Adjust colors slightly.
