I took the top Brick from the source photo.

Then I added the bottom of brick by copied the side and warped it into the bottom.

Then i copied a section of the brick to make the base beam then just did free transform to make it long and thin.

Then i took the bottom brick and warped it to make it look like a long wall or the edge of a building.

Then I made some a circle warped it and then cloned it and changed the perspective and added a inner glow.

Last I made a background the background solid black. Then I used some smoke brushes and lightning brushes.
