I used clone stamp to remove balloon.

I distort it

I copied balloon and warp it.

I copied center of balloon and make it a wheel.Make another copy to make upper part.

I warp the tank and add necessary parts, ( which is also made by warping the copied balloon ).

I copied another balloon and warp it to form a flower petal.Also apply a distort filter.

I add flowers( warp it in a various form ) and snows (Photoshop default brushes.)

Added lens flare, front lights, photo filter, rendered difference cloud with screen blend mode.
