I started by layering the leaf around the eye

More layering for the forehead. I used color adjustment to change the color of the eye and warp to make the beak.

More layering. I hadn't merge anything yet, as I wanted to be sure of the curve of the leaves. To make the beak feathers, I lightened the stem, made it skinny, then used warp to curve it.

I merged some of the parts I had made and used them to fill out the rest of the head.

More layers. I used free transform to lengthen the leaves.

I used brightness/ contrast adjustment to darken the wing, made a copy and used free transform to shape the far wing.

I used warp to change the shapes of the leaf and stem

Warp again to change the shape of the original leaf.
I also put a gradient behind everything.

I made copies of the leaves and stems and layered them behind the original. Gaussian blur to give depth. I started working on the shading using adjustment layers of Brightness/Contrast (dark), Brightness/Contrast (light) and Exposure.

I painted in the pupils and eye shine and used a light blur on the beak feathers. I darkened the eye feathers using brightness/contrast.

A little more shading and I'm done.
