Removed the buildings, flags and such. Clone stamping along with selections copied and transformed where needed.

Picked the blue from sky with color pick tool and filled lower portion of image on separate layer.

New layer blend mode is Multiply. I rendered fibers with low amount, out of light blue and white colors.

Took selection from top half of source. flipped vertically used a layer mask with a black/white gradient. this layers opacity lowered to 43%.

for the plateau in the foreground the part highlighted in green was copied, enlarged and positioned as shown.

Airplane and bear masked.
