Open the original image, use the magic wand and then deform it

Duplicate the image, even make them deform the shape of fish. Then cut a piece of the tail using the marquee tool, and drag a duplicate of the other until it resembles a leading figure below

Using pieces of the original image, make fins and then duplicate them until they are like the picture below

Open the image of the fish, copy and remove only the eye and put on a new layer, setting the color to green

Remove the silhouette of the drop and copy several times to form a layer of scales
step 6 of 7
Now put the fin side, using the same pieces of the original image
step 7 of 7
Use the gradient to the bottom of the image, draw seaweed and bubbles using brushes, if you prefer
