A Work in Progress: Rainbow

Start with a plain blue background

Then I took a very large, soft brush in my sun color and made a dot.

I used a smaller soft brush in grey and made the clouds, then burned to give a 3D effect.

Added hills(each on its own layer) then burned and dodged to give a 3D effect,

I started with the red line for the rainbow then copied that layer. Then on the copied layer I moved in into place then image>adjustments>hue/saturation>colorize and adjusted until it was the orange I wanted.
Repeat for colors green-violet.

Take the opacity down and blur. Repeat on all rainbow parts.

For the light from the sun:
select the area the light will touch on a new layer.
Use the gradient tool to fill in.
Deselect and turn the opacity down.
BLUR and add more shading to the hills as necessary.

Draw blue lines streaking across the scene to make the rain.

Smudge and blur. Repeat on all streaks.

Erase parts to make them appear like they go in front of and behind scenery.
