I drew basic outline of the fish

Then I drew designs on the fish

Then started adding color... background first (pictured here) then more detailed color
step 4 of 5
I then duplicated the outline part and added color to the second fish
step 5 of 5
Then I drew a bubble with soft brush, and duplicated it. I also added darker blue background and added the burn and dodge tool to give it depth
