Added stars and by referencing the constellation of Aquarius sign I created this constellation.

used ellipse to create two ellipses..

colored it a bit brownish color and applied dodge and burn tool and filled the mouth of it with black color.

using pen tool created these shapes and filled it with colors..

Applied dodge and burn tool to create highlights and shadows of the water flowing..

using default brushes of photoshop I started creating a texture of my own.. the trick was just one 'trial and error'.

finally I created this texture, which suited my need. After creating this texture I changed the blending mode of this layer to 'Overlay' and got the final result.
