created the balloon part by part to colorize it later

colorized the stripes of the balloon. select the layer press ctrl+u then check the colorize box and colorize it as you wish.

created the basket

created the clouds from the source image

added more clouds more flying bunnies and balloons, the final image I used a Photo filter to add a warmer color.
