open the original image,now go to Layers palette and double click on the background to Create a new layer (layer 0) its time to play with an eraser tool , make choice with a large soft brush to eraser all the background,of course don`t eraser the main object.

Back to the background and do it,open filter>blur>radial blur, mark the
option,Zoom+Best,set amount value 75.

Take the main object that has been stored in FNG file, drag and move here, I make three object with the different size and positions, then I save it with another name, because I have to go back to the original image.

choose magic eraser tool,now i can eraser any sections what i want.

Now combine the results of the work( Step 4 + Step 5) and looks like this. for variations.I just add some type of my brush,i used clouds brush. till here I feel my work is not perfect,so i decided to improve it again by following the instructions that I have found on a tutorial.

start from here I just follow the instructions of the tutorial,first I make a new layer with a black color, then move the image in step 6 here, I also added a new pictures,from my own photo. beautiful beach on the island of Bali. I have to play again with an eraser,to eraser the beach.

On the layers pallet,set the beach layer`s Blending Mode to soft light,then duplicate the beach,next go to Filter> blur>gaussian blur,then apply a 3.0 pixel radius blur.

I choose Rectangular Marque Tool to make selection around the canvas and go to Edit>Copy Merged,then go back to Edit>Paste.
Now the last step,just go to Filter>Blur> Radial Blur,apply the setting bellow
