Adjusted the brightness and contrast. Then darkened the lips and lightened the face.

Put dark red over the lips and played with the opacity and blending options until I liked the way it looked. Then I put dark grey and black around the eye and smudge and blur until I liked the way it looked. Repeat for other eye. Then I selected separate parts and darkened took the lightness down and turned down the saturation until I liked the way it looked.
