add light rays as follow;
create new layer,fill layer with yellowish color, Filter> render>clouds, free transform to stretch the vertical way up, perspective transform to scale up the bottom of the layer.
Change blending mode to screen.

with a soft and feathered brush, paint top part of the image in white, adjust the opacity.
