Duplicate background to create layer B.

Layer B > Change hue to a blue color,
use curves adjustment to contrast and increase the blue channel, Use brightness and contrast adjustment to contrast even more, Set blending to overlay, also mask around the bird's eye.

Specular > select the specular on the eye of the bird in the back, copy and paste, scale up and blur slightly, move it to the eye at the front.
