applied a bunch of blurs to reach this effect... sorry i forgot to keep track. Probably Gaussian and radial.

fill and do the render clouds filter again.

Finally just need to add rain

For that i made a new layer
filed it with blue
applied a render fibers filter
set the blend mode to overlay
then distorted it with glass
to make it seem more real
