shape face with liquefier tool and thin body

work on filling out the body with brushes

airbrush the face to erase the lines and smooth out the bumps

place original face over the new work and adjust to fit, the lower opacity a little . smooth rough edges

mask off hair and adjust color, tweak the image till satisfied
