followed tutorial to make my first balloon.. later moved it to a blue shade using adjustment layer

placed the earths image there for size proportion .thought North America would be recognizable

began adding the balloon groups 1 at a time to fit.. occasionally I could do small combined groups like the edge..

it was just time consuming ..here I have merged the layers so I could burn and dodge to give the lighting effect

now I added the larger balloons
I could still go into my balloon group and erase and redo tails to keep lighting and give direction.. u will notice I have yet to set the main balloon tail
..I did not like the look of the round earth so warped it to fit

tail is fixed ...stars/balloons for depth is a noise/Gaussian blur/histogram adjustment
