I darkened the image by creating a black layer over the original and then maskin out the center with a soft brush
step 2 of 3
Here created a new layer and filled out the window area with any colour(this was done by 1st selecting the window area with the majic wand and then fillin it) i then added a colour over lay and glow to the layer
step 3 of 3
I then added the text and the hand( Hand came from the pre defined set of shapes in photoshop also the fingers were erased)
