So the first thing we have to is creating a white page which Width should be 2148 and Height should be 1248 then press ok button after you get the new page then select your text tool to write whatever you wish but should be in black color then transform it at center of the white paper

Select you text layer then go to layers and click on Rasterize then click on Type after you done duplicate text layer by going on Layer----> duplicate layer then click on ok, then go to Edit---->Fill and use White, opacity 100% and mode should be multiply then ok it, now go to filter then blur after than gaussian blur and fill it with 1.5 pixels after that okay it, so far so good so now it's time to apply some pug-ins now we have to go to Filter--->Distort and select Polar Coordinates and a new box will be open so select Polar to Rectangular and click on okay button

Now go to image--->image rotation then select arbitary then fill that with 90 and select CW

So now it's time to add some wind effect to add wind go to Filter---->Stylize then click on wind and apply it from left side again do the same thing after you done go to Layer--->Adjustments then Levels after that click on Auto then press ok button then press ctrl+i to invert the layer then again add wind two times from left side

Now again we have to rotate our layer but not the same we done this time select 90 CCW not 90 CW be careful if this step you do wrong so you'll get something else then click on Filter--->Distort then click on Polar Coordinates the select Rectangular to Polar then press ok button well so far so good now set mode of layer to Hard Light and now go to Image--->Adjustments then hue/Saturation and set it as bellow be sure you checked Colorize box see the following:
Hue: 211
Saturation: 87
Lightness: 0
