First I drew the base with the brushes.

Modeled after the tentacles and the head of the octopus and tomato using the cable.

After modeling the octopus, I did the white wires one by one and used the green tomatoes to create the base of the eyes.

I used brushes to make the light effect, and applied the screen effect.
To make the fish used brushes, took the opacity and blur.
To finish the brightness and shadow in the octopus, I used brushes with low opacity and applied the overlay effect.
To give the finishing touch applied a layer degrade over the entire image.

Below is step by step how I created the fish and the effect of light at sea. After the whole process of setting, I used photoshop for the rubber molding some fish and then gave a blur.
