Made new file. Created an ALPHA channel and filled with pattern.

To the background layer I applied lighting effects (spotlight.) The brick effect is a combination of noise filter, gaussian blur, and levels adjustments. Applied to a copy of the ALPHA channel.

The martini glass and the neon mounts were drawn using pen tool and stroking with round brush. The words are text.
Bevel/emboss, drop shadow, outer and inner glow layer effects applied.

Some highlighting beneath the sign done with brush tool set low opacity.

The marquee sign is shapes with gradient fill, text and brush work. Dodge and burn used sparingly for shading.
