Paint with large soft brush.

Open up your image I used this one.

Cut with the paint tool and desaturate it. Duplicate this layer and add gaussian blur. Lower the opacity of the blurred layer to make it look effective.

Create a new document of size 500×500 pixels. Fill the background with #000000. Create a new layer and using the Elliptical Marquee Tool, make a small circular selection around 280×280 pixels and fill it with #FFFFFF. Select the Eraser Tool and pick Soft Round 250 pixel. Left click a few times at the center of the white circle drawn earlier to get something like the example below.

Change the brush setting from the brushes tool and paint it like I have done below.

Use the abstract brushes and paint on the image add out glow to make it look more impressive.

Download scan line brushes from the source and paint it behind the model.
