Brought in heads on seperate layers

Moved heads into position, used free transform, and eraser on necks

At this point I decided to use my original photo, and just use the coins hair. Used eraser, color replace (each layer seperate), slight blur, airbrushed in perls in lady hair

Selected Libery lettering from crown, set to own layer color replace to goldish, adj brightness. Selected Crown, set on own layer, color replace silverish, adj brightness. Did fx Bevel and Emboss on both of these layers (very mild). Added Glow filter, and Inset-Keyline filter for frame effect. ***Last 2 steps were created with an addon that came free with my PS. Will add URL to the plugin website.
