Flipped the fire hydrant, flipped and gave motion blur to car image. Duplicated and multiplied it, then reduced saturation through layer adjustment.
I duplicated the fire hydrant, used soft dark brush to dim bright spots and gave it an emboss. I used liquify on hydrant and dog to adjust prespective.
