First Iselected part of the source with the pen tool, zig-zagging the top. Then I copied it a bunch of times.

Then I transformed and warped it to make half of a feather
step 3 of 5
Then I copied that piece, flipped it, and warped it a bit more to make the other half.
step 4 of 5
Now, using that feather I created I kept copying and warping it a little and started creating the first layer of feathers.
step 5 of 5
then continuing with the same method I added several more layer of feathers to complete the wing.
