here is the basic wireframe

then i started the shading and from

next i continue adding more shading and using Gaussian blurs on the layering of the shading.

Next I began working on the iris and the highlighting

more iris and eyelashes

next i created a gradient to replace the gray scale shading, and added a grain texture to the image to make it look like skin.

Next I created a Hue layer to color the eye blue. I also started to add highlights and reflection into the eye.

finally I added more detail and color to the eye and cleaned everything up.
