I selected certain parts of the starfish to build the rest of the body.

I added some water drops by using the layer modes and clipping them to fit inside.

Water drops inside borders, inverse (Ctrl + I) then hit delete or backspace.

I added a filter layer called plastic wrap for some hilighting, then added a mask and l let some of the lowewr layer to come through for shadow.

Final Image, cleaned up some edges, used a bit of dodge and burn tool brush, and some clone stamp. added the eye too.
