made a 3000px X 3000px canvas and turned on the grid with squares of 150px

Created a separate 600px * 300px document to create an arrow

Coloured the arrow in with floodfill, added a stroke around the outside and two toned it using layer masks.

Turned the arrow into a smart object and copied it onto the grid. All facing one direction to start off with but flipped a few as I went along.

Used liquify on the arrow field to emphasize the lines.
step 6 of 6
Duplicated and flipped 4 times and placed in a grid.
