Then I used the smudge tool to push around color and was trying for a "painted" effect

After some observations and critique by Chalty669, I revisited the image and employed some of the suggestions.

Finally as I was unhappy with the overall effect, I added a transparent yellow filter (figuring the complimentary color would solve the problem)
