I used the source image to make the background, well, at the end, and with filter effects, does not look like I wanted, but I think I did fine.

Duplicated the birds, and used Filter - Blur - Motion Blur.

Same idea, but I wanted the texture, so, I decided to use a Filter - Texture - Texturizer.
Used Levels, and Colorized the background.

To make this forms, I used the Filter - Liquify - Warp.
Transformed the object several time, rotating them around, to get this effect.
