wrap the picture in order to make it straight-alike.

set the a proper lightening by using a B&W layer with "overlay" option

draw 3 colorized circles over the layer

apply a motion blur on the circles, and a very tiny radial blur on the picture.

in the mean time, take the source picture above and set some proper light on it.

set the metallic texture picture to "overlay", and the water drop picture to "normal." the water drop picture must be UNDER the metallic picture.

now, very important step. to make the picture look like the carbon fiber was under the water, you must distort a little the METALIC PICTURE (especialy where there are "holes") with the smudge tool.

to finish, just darken a bit the corners and duplicate the different layers with "overlay" option on.
