I used an image of my own,
first I used the magic wand tool to cut out my image.

I used the blur tool to smooth the edges then made the image larger and placed it in the bottom left corner.

I then made a new layer behind my image and filled it with black

I then made my image black and white.

I used the curves option to change the light/dark contrast.

Finally using a brush I had made previously I made rain on a new layer, in gray.
I copyed that layer putting one behind my image and one infront of the image and changed it to screen so it wasn't as dark over my image.
