select the one by using magic wand and inverse it and delete the rest

fill 1 with white colour and duplicate the layer twice and motion blur two layers in different angles and marge the layers

select pixels and fill with green
step 4 of 6
creat a new layer on top and fill it with white and add grain and neon glow with green colour
step 5 of 6
use glowing edges and than hue/seturation to change the colour to green
step 6 of 6
change the layer blending mode to screen
