Cut out clouds and import in the sky image. Brush around the back part of clouds, motion blur the back part.

Sketching the scene, but it will be total different ;)

Changing composition (still not final). Making a a good cut out of all objects, placing balloons.

Change of composition. Colour change of the girl in front. Dodge / burn balloons.

Created strings to the balloons with the normal line tool. Free transformed the lines. Burned parts under the balloons and around the hands. Gave it layer effect, bevel / emboss.

Painted clouds with cloud brushes. Dodged the lower parts with the cloud brushes. Added a blueish color overlay to match the other clouds.

The same thing under the city, added a shadow of clouds on the city.

Cut out the zeppelin and imported it and changed brightness.
Cut out bridge and imported, finished the big pillars of the bridge. Changed brightness and erased the lower part with a cloud brush as eraser.
