Parts used.

Creating the head using top part of the peacock head.

Multiple layers, liquify and free transform. Dodge in the eye iris.

New layer with opacity at 54% for the body scales. To create the body I used peacock's body and liquify.

Smudge tool for the hair. Liquify for the wings.

Used part of the peacock's tail for the wings. Liquify and free transform.

Dodge and burn. New layer under the scales layer and soft brush with black colour to create shades. Brush in the background and then motion blur.
