I got the numbers from another file(next step) I created solely for the drawing contests. They were painted using a pen tool + fill bucket. They are based on the Arial font type. The rest was painted.

Painted more details. In the very end I added a color balance adjustment and blurred some areas using a blur brush. No filters were used in the making of this image. There are no fonts present in the image either. Everything was painted using the pen & brush tools.
