I made the sketch for the ship by hard brush

Drew more details on the separate layers

Created the background and foreground by soft brush (Use noise brush, fixed size, pressure sensitive opacity and flow, with various texture to make the noise effect)

I colored the main body first by painting solid color over the sketch

Hide the detail layers. Paint on top layer the shadow with darker brush (the darkest area is along the side surface since the light comes both from the top and bottom)

Use black, hard brush to paint the shadow

Color the bottom details on the lower layers (a bit softer than the main body)

Drew the details on the body

Make the steam: soft brush, low flow with space around 40%, noise, texture, drew the steam randomly with different pressure

Drew the cloud with the same brush

Drew the reflection of the fire inside the chimneys (red color, soft brush)

Drew the gear. Actually I used only one layer for the gear, made the sketch first then drew from the left to the right by hard brush, just notice the light comes from the bottom left. I've never drawn this technical part before, so that's quite painful :(.
