I added the city in the distance. I took care blending the background clouds and the greenery with the city using a soft brush and a mask.

I then added the rest of the city, blending it in the same way as the first.

I added two more “waterfalls†to the closer building. I used a technique where each waterfall layer is copied with a Gaussian blur, a lowered opacity, and a soft brush with a mask.

I drew in the tall fall with a brush and smudge tool on the distant skyscraper. I added a mailbox with its hue/saturation adjusted and details drawn out with a curves layer plus a mask to blend it in with the rest of the photo. I also adjusted the curves and brightness overall to create a more dramatic mood.
